Energy regulation in Europe, both at a national and EU level, is facing the double challenge of promoting well-functioning, integrated and efficient markets, while avoiding the risk of over-regulation, which might end up creating even more hurdles for the energy system.

While at a national level regulators look to address issues that are specific to each member state, on a European level, the Council of European Energy Regulators (CEER) acts as “the voice of Europe’s national energy regulators”. Its aim is to facilitate the creation of a single, competitive, efficient and sustainable internal market for gas and electricity in Europe. It also acts as a platform for cooperation, information exchange and assistance between 36 European national energy regulators and is their interface at an EU and international level, working closely with the Agency for the Cooperation of Energy Regulators (ACER).

In this exclusive interview, the chair of CEER’s gas working group, Clara Poletti – who is also director of the energy division of Italy’s energy authority ARERA – discusses with LNG Business Review CEER’s role in addressing the challenges and prospects for LNG markets and infrastructure in Europe, against the backdrop of increasing global supplies, decreasing domestic production and falling demand.
