Following long-overdue constitutional changes enacted last December, Mexican President Enrique Peña Nieto has signed into law a package of secondary legislation that ends decades-old monopolies in oil, gas and electricity. As ambitious as they are radical, the reforms make it possible for international oil and gas companies (IOGCs) and private Mexican companies to invest in oil and gas, and in the generation of electricity. Gas Strategies examines the detail of the reforms, what they mean for Mexico, and how attractive they make the country to new investment. Looking at the bigger picture, we pose the question: does Mexico’s step back from resource nationalism set an example that other countries might follow?
