The latest decree by US President Donald Trump aims to slash regulations, dismantle the US Clean Power Plan and free up new sources of domestic energy, but fails to establish concrete targets and may provoke a new wave of bureaucracy at federal agencies.
The roughly 2,300-word Executive Order on Promoting Energy Independence and Economic Growth, released by the White House on Tuesday, employed one word with particular frequency: "review", which appears 16 times in the document.
