The European Regulators Group for Electricity and Gas (ERGEG) has approved and published a framework guideline on gas transport capacity allocation as part of the EU’s policy of harmonising capacity allocation and congestion management under the third energy package which will come into force on March 3, 2011. On the occasion, Gas Matters talked to Walter Boltz, head of the gas committee at ERGEG about the proposed solutions to optimise capacity access, their expected impact on competition but also about persistent issues such as contractual capacity congestion.
