Meeting the needs of an economy and population used to affordable, available domestic gas presented real and urgent challenges for our client. We helped them appreciate, size and respond to the drivers and risks that lay behind that challenge. The real opportunity lay not just in building new capabilities or physical infrastructure but in integrating each element of the organisation into a seamless, effective value chain where downstream customer demand could be predicted and imports planned to complement ongoing – but depleting – reserves. By joining these dots, we accelerated their ability to build operational, commercial and technical value chains, right-sizing their import volumes and giving the nation’s industries the energy security essential to their operations.
Pragmatic advice that saves time and money
As experienced LNG operators, we brought real-world experience to the client’s proposed testing of their import terminal. Where multiple test cargoes had been proposed, we advised and organised around a single test cargo that could tell us all we needed to know, accelerating the project and saving USD 50m+ at the same time.
Building organisational muscle memory
Key to the NOC’s success was our delivery of a complete set of processes and procedures for the organisation’s LNG activities. But policies and procedures are one thing; translating them into real-time ability is another. So, we ran an intensive week of ‘fire drills’: fast-paced, realistic simulations designed to stress-test the organisation, its people and interfaces across a range of scenarios, building the business’ ability, confidence and resilience.
A change of mindset, not just gas supply
The journey involved not just a change of gas supply and the building of import capability. As with so much of our work, the real change was one of changing mindsets: from that of an established producer focused on the upstream to the mindset of an effective importer focused on downstream customers.
LNG imports have now started. It’s gratifying to see our work credited for the smooth implementation of a major energy transformation and to have played our part in proving energy security for the country, its economy, industries, communities and people for years to come
