Those who live under Britain's host of independent utility regulators have often asked "who regulates the regulators?" well now they have a report prepared for the government department that bosses over the others: the Treasury. The results of the review of the efficiency of Britain's utility regulators announced towards the end of last year by chancellor Gordon Brown, recently published by the Treasury, make interesting reading.
