Reports that Gazprom has cut long-term natural gas supply contract prices by 10% for its Western European utility customers could give some hope to Ukraine, which is seeking both a discount in Russian import prices and a reduction in volumes. As talks rumble on, Ukraine has found its negotiating position undermined by reduced transit of Russian gas through its territory, and by the ending of Naftogaz’ import monopoly.
