Russia’s new energy minister Alexander Novak is considering the introduction of a profits- based oil and gas tax to replace the current revenues-based fiscal system. The current taxes are “ineffective and deprive the sector of development stimuli”, Novak said at a government meeting on Wednesday, according to reports.
