The European Union emissions trading system (ETS) should be overhauled to facilitate a switch from coal to gas in the power sector, Shell Netherlands president Marjan van Loom said at the European Autumn Gas Conference (EAGC) in the Hague on Tuesday.
Robust policies are needed to drive up ETS prices, which are currently too low to encourage fuel switching, she said, adding that low carbon prices have allowed coal-fired plants to increase their role in balancing out intermittent renewable generation.
