Despite a pipeline link to neighbouring Qatar’s huge resources — with imports of Qatari gas reaching a substantial 17.3 Bcm in 2009 — the UAE dealt with persistent power shortages in the previous decade, leading to rolling blackouts in some of the Emirates. With the expansion of imports from Qatar apparently blocked by Doha’s imposition of a moratorium on further increases in production, the UAE decided to turn to LNG imports.
