The US Environmental Protection Agency (EPA) has issued the first permit for carbon dioxide and other heat-trapping gases in Texas to a Llano County power plant, around one year after the state refused to do so. Texas is the only state that refused to implement the federal rules, so the EPA seized its authority to grant the permits last year.
