Cheniere Energy Partners said on Thursday it had issued a full notice to proceed to Bechtel Oil, Gas and Chemicals to construct the first two liquefaction trains of the Sabine Pass project – the first LNG export plant to be built in the US for more than four decades, and the second ever following the Kenai plant in Alaska.
